Summary: HB 3188 pays several outstanding claims and judgments against Texas incurred over the biennium, including warrants voided by the statute of limitations, outstanding invoices to private vendors, unpaid charges for Medicaid recipients, or court judgment settlements. HB 3188 provides the additional appropriations necessary to honor Texas’ obligations by appropriating funds from various accounts to pay these claims.

Analysis: HB 3188 supports limited government by requiring Texas to pay outstanding obligations. Regardless of whether those obligations came in the form of agreements to pay for goods and services, or by judgments awarded to successful claimants in a lawsuit, the state must honor its obligation to compensate individuals and businesses to which Texas is indebted.
