Bill Analysis

Summary: Currently, juror information is confidential. In a capital case, the post-conviction attorney may differ from the trial attorney. The post-conviction attorney must request release of juror information which reportedly takes over a month. HB 3061 attempts to remedy this and would allow a trial attorney to disclose juror information to a post-conviction attorney without a court request.

Analysis: HB 3061 could increase efficiency. However, HB 3061 does not fall under any of our liberty principles, and we remain neutral.
