Estimated Two-year Net Impact to General Revenue Related Funds for HB2824: a positive impact of $1,580,000 through the biennium ending August 31, 2015. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Participant districts could incur additional administrative costs by implementing the provisions of the bill, although these costs would vary. Participant districts could be charged fees to fund the implementation of the bill.

Summary: HB 2824 would provide enacting legislation to implement the Texas High Performance Schools Consortium. The Consortium's purpose is to modify the public education system so that it functions on best practice measures and implements modern technological advancements. As described by the Texas Education Agency, "The Texas High Performance Schools Consortium is a group of up to 20 districts and open-enrollment charter schools charged with informing the governor, legislature, and commissioner of education concerning methods for transforming public schools through the development of innovative, next-generation learning standards, assessment, and accountability systems" (Texas Education Agency: Texas High Performance Schools Consortium).  

Analysis: HB 2824 would make government more efficient by implementing efficiency measures that will reduce education costs. We support HB 2824.
