Bill Analysis

Summary: HB 2767 would clarify the scope of property rights and liabilities when transferring possession of oil and gas waste. The legislation would clarify that once the waste is transferred from one individual or business to another, both possession and liability are officially transferred as well.

Analysis: Clarifying the determination of possession and liability, in legal terms, will make it easier and more attractive to private businesses to follow the oil and gas waste procedures. We support HB 2767.
