Summary of Legislation: This Legislation would allow a peace officer to tow a vehicle, if it is found that the vehicle does not have a dealer General Distinguishing Number. Additionally there would be a requirement of the peace officer to mail a written notice to the last known address of the last registered owner.
Notes: This bill applies to “Dealers” only. A dealer as described by this portion of the law is a person who regularly and actively buys, sells, or exchanges vehicles at an established and permanent location. This bill would establish a stat-wide uniform method of enforcement and prosecution. Since the intent targets a practice that already illegal, it does not grow government nor does this legislation offend any other liberty principals. Therefore TPPA is neutral on this legislation.
