Bill Analysis

Summary: HB 2678 would add to the definition of "correctional facility" in Section 39.04(e)(1) of the Penal Code a facility that houses illegal immigrants. This bill would also add to the definition of "correctional facility" in Section 8B(a), Article 18.20, of the Code of Criminal Procedure a facility that houses illegal immigrants.

Analysis: HB 2678 is intended to grant the civil rights of a prison inmates to individuals detained on immigration status grounds. This bill does not fall under any of our liberty principles. We remain neutral on HB 2678.
