Bill Analysis

Summary: HB 2665 would require businesses to accept a concealed handgun license as a form of identification similar to a driver's license.

Analysis: A concealed handgun license requires a rigorous process for attainment. The process is administered by the state and is much more rigorous than the process for obtaining other forms of identification such as a driver's license. Because of this, a concealed handgun license actually provides a greater degree of certainty about a person's identity. Common sense suggests this license should be considered a legal form of identification. However, government should not determine what form of identification businesses must accept. We remain neutral on HB 2665.
