Bill Analysis

Summary: This legislation authorizes the use of tax dollars for the development or construction of housing facilities on or adjacent to the campus of a public state college.

Analysis: The Texas Constitution requires that the state maintain a system of higher education. This legislation simply shifts the expenditure of existing funds for a state university purpose. This neither offends nor uplifts our liberty principles. We remain neutral.
