Bill Analysis

Summary: Currently, the Texas Juvenile Justice Board consists of 13 members. Other criminal justice boards such as the Board of Pardons and Parole have smaller memberships. HB 2443 reduces the number of county commissioners court members from three to one. This bill reduces the number of chief juvenile probation officer members from three to one. This bill restricts board members from residing in the same political subdivision.

Analysis: Reducing the size of the Texas Juvenile Justice Board has potential efficiency benefits. Additionally, the taxpayers would no longer be reimbursing the board members whose positions are removed. For these reasons, TPPA recommends voting yes on HB 2443.
