Summary:

The Texas Occupations Code regulates the air conditioning profession. Individuals need a license in order to install, repair or replace an A/C system. HB 2294 allows individuals to install, repair or replace thermostats without the A/C license. 

Analysis:

Installing a full A/C system requires a professional to be able to work with a duct system, go inside the ceilings and walls and other complicated tasks. Working with a thermostat is a much less intensive process and does not involve having to go into the structure of the house. Having to receive a license in order to work with thermostats is an unnecessary regulation that acts as a barrier to entry for individuals looking to make a living performing minor repairs or some other profession that would not require a full A/C license. Removing this regulation supports the free market and is a good limitation of government.
