Bill Analysis

Summary: This legislation authorizes a qualified cogenerator to sell electric energy at retail value to more than one purchaser.

Notes: This bill maximizes a cogeneration electric utilities potential. Cogeneration is the simultaneous generation of electricity and useful heating and cooling from the combustion of a fuel or a solar heat collector. This legislation cleans up existing definitions to allow for retail sale of a cogeneration power plant's thermal output. We support HB 2049.
