Bill Analysis

Summary: HB 2004 would postpone an assessment for a student with limited English proficiency if the student has been enrolled in a United States public school for less than 60 days. Furthermore, a student with limited English proficiency who has been enrolled in a public school for two years or less and does not perform well on an exam, their assessment would not be factored into their school's rating.

Analysis: HB 2004 would give teachers the time to educate student who have limited English proficiency. This legislation addresses an administrative change that may or may not help students learn English and adapt to their school setting. The bill neither directly supports nor offends our liberty principles. We are neutral on HB 2004.
