Relating to considering ownership interests of certain disabled veterans in determining whether a business is a historically underutilized business for purposes of state contracting.

Bill Analysis

Summary: This legislation adds veterans who have suffered service-connected disabilities to the definition of “economically disadvantaged persons”.  Additionally this bill directs the comptroller to add these veterans into reporting requirements concerning “historically under-utilized businesses”.

Analysis: We have seen no data or studies demonstrating that businesses owned by veterans with service-connected disabilities are historically under-utilized, so the basis for making this change is somewhat dubious. However, this legislation neither offends nor uplifts our liberty principals. We are neutral on this legislation.
