Summary: HB 1769 would increase the regulations on pawn shops and jewelry dealers. The bill would require these businesses to keep photo identification records of their customers and would prohibit them from paying customers in cash.

Analysis: HB 1769 would offer law enforcement a tool to investigate and close crimes of theft which would be good for the property rights of those who were stolen from. However, this would add minimal new regulations to private business, so it is an expansion of government. Due to this conflict we are neutral.
