Summary: HB 1548 prohibits an institution of higher education or a government entity from prohibiting, requiring, encouraging, or discouraging a contractor from entering into an agreement with a collective bargaining organization.

Analysis: This bill prevents a contract decision based on the unionization or non-unionization of a company. When the government awards a contract, it should be awarded based on efficiency, cost, and quality, not on whether the company awarded the contract is unionized. Encouraging contract awards based in whole or in part on a company's unionization is market distorting and is discriminatory toward nonunion companies. For these reasons, TPPA recommends voting yes on HB 1548.
