Fiscal Notes

No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

Bill Analysis

Summary of Legislation: This legislation would allow for the adoption of procedures for the collection of assessments under the Public Improvement District Assessment Act in order to make them more consistent with municipal hotel occupancy taxes.

Notes: Public Improvement Districts are utilized to permanently enhance real property making it either more useful or valuable. This legislation is bracketed for the city of Dallas. While we do not comment here on the wisdom of creating Public Improvement Districts, however this bill is a procedural improvement bill that does not fall under our liberty principles. We are neutral on this legislation.
