Bill Analysis

Summary: The Air Conditioning and Refrigeration Contractors Advisory Board (ACRC Board) consists of seven members. The Electrical Safety and Licensing Advisory Board (ESLA Board) consists of nine members. It is required that one of the members of the ACRC Board and three members of the ESLA Board be public citizens with no affiliations within these professions. The other spots are filled with air conditioning and electrical contractors of different licensing and work backgrounds. Currently, there are no members on either board who are required to be Building Contractors despite the fact that home building is significantly impacted by ACRC and ESLA regulations. 

HB 1503 would require that one of the public members of the ESLA Board be a "building contractor principally engaged in home construction." The legislation also adds two new members to the ACRC Board - one building contractor principally engaged in home construction, and an additional AC contractor who holds one of the licenses already required by the Occupations Code. 

Analysis: Because these two boards are charged with regulating these professions, it is important that the members of these boards understand the entire process that their professionals will be involved in. By giving building contractors a voice on these boards, each board will benefit from the added perspective and knowledge the builders bring. This legislation increases personal liberty for members of the building community by giving their industry a voice on two boards that impact them greatly. TPPA supports HB 1503.
