Bill Analysis

Summary: HB 1340 would allow a 14 year old child to consent for themselves to an immunization, unless a provider knows that a guardian, parent, or managing conservator has expressly refused such an immunization for the child. A child consenting on their own behalf must show to a provider sufficient and accurate health history for the provider to consider.

Analysis: HB 1340 takes away from parental rights by allowing children 14 years of age the ability to consent to immunization. Children who are 14 years of age are still children and are not legally responsible to make adult decisions. Immunizations are adult decisions best left in the realm of parents or legal guardians. We oppose this legislation.
