Summary: Due to the easily changed chemical make up of synthetic drugs, enforcing drug prohibition is difficult. HB 1333 would expand the definition of "controlled substance analogue" to include synthetic drugs with similar chemical makeup. Additionally, this bill would expand the list of substances included in Penalty Group 2 to various synthetic drugs.

Analysis: HB 1333 expands definitions regarding controlled substances to the varying chemical makeups of synthetic drugs. Prohibiting drugs and keeping them off the streets promotes personal responsibility. We recommend a YES vote on HB 1333.
