Bill Analysis

Summary: Under current law, a concealed handgun license holder may carry on certain premises, provided the handgun is concealed. Some parties note that current law creates confusion for license holders who inadvertently display their handgun. HB 1304 removes ambiguity by changing "intentionally fails to conceal" and "intentionally displays". Also, this bill removes "deadly" from the phrase "deadly force" in the provision dealing with a defense against being charged with unlawfully displaying a handgun.

Analysis: HB 1304 removes ambiguity from the law, provides clarity for concealed handgun license holders, and requires that the display of a lawfully carried concealed firearm must have been intentional to be considered a crime. We recommend voting YES on HB 1304.
