Summary: HB 12 would require a donor who is providing a material or monetary item to supplement a state agency employee's salary must disclose the amount and to whom they provided the supplement on the agency and donor's website. Also, the agency would be required to provide the methodology for the market analysis and the person who performed the analysis for determining the salary supplemental on the person and agency's website.

Analysis: HB 12 would provide transparency, allowing the public to see how the state is benefiting from donor contributions. In essence, "...donations made to state agencies for the purpose of salary supplements for agency employees should be treated in the same manner as state salaries, which are considered public information" (Bill Analysis). We support HB 12.
