Bill Analysis

Summary: HB 1228 would allow a court to consider possible sexual abuse when determining the custody of a child and whether this sexual abuse led to the birth of the child.

Analysis: HB 1228 denies parental rights to the father of a child who resulted from sexual abuse. If an individual has a history of being sexually abusive, a court should be able to factor this into a decision. HB 1228 would hold sexually abusive people accountable for their actions. We recommend voting YES on HB 1228.
