The probable fiscal savings as a result of implementing the provisions of the bill are indeterminate at this time because the actual value of property involved in theft offenses is unknown.

Bill Analysis

Summary: Financial thresholds for classifications of misdemeanor theft offenses were set nearly two decades ago and have not been adjusted to account for economic inflation during that period. HB 1069 would adjust the financial thresholds to adjust for inflation. This bill would make theft a Class C misdemeanor if the value of the property is less than $100. This bill would make theft a state jail felony if the value of the property is $3,000 or more.

Analysis: HB 1069 would create a more accurate range for theft offenses than is currently in code. Under this bill, penalties would more closely fit the crime. We recommend voting YES on HB 1069.
